Project III: Enhancing Foreign Language Education Quality in Türkiye (2024 - 2029) 

Funded under the Instrument for Pre-Accession Assistance III (IPA III) by the European Union and implemented in partnership with the Council of Europe

2024 - 2026 Project Coordinator 

• Led the design process of four CEFR-aligned English language tests as policy instruments—three for K-12 learners and one for candidate English teachers.

• Planned and managed test development activities on behalf of the Ministry in collaboration with a five-member project team.

• Provided expert feedback on project reports and other technical deliverables. 

• Delegated academic and administrative tasks among the project team members.

• Managed project timelines to ensure the timely achievement of key milestones.

• Monitored and tracked project activities.

• Provided regular updates to senior administrators.

• Prepared and delivered project presentations to Ministry officials, partner institutions, and other stakeholders.

• Facilitated communication between internal and external stakeholders to ensure smooth coordination of the project.

2021 - 2024 Language Assessment Specialist

• Contributed to the successful effort to secure €5.5 million in funding for the project by coordinating the grant application and contracting process.

• Planned and wrote up the design process of a total of four English language proficiency tests–three for primary and secondary school students nationwide, and one for candidate English language teachers.

• Coordinated a team of three English teachers in developing and revising the Description of the Action Document in alignment with the requirements of the IPA III programming framework.

• Spearheaded collaboration with stakeholders, translating strategic goals into actionable plans.

Project II: Promoting Inclusive Education for Kids in the Turkish Education System (PIKTES+) (2023 - 2026)

Funded by the European Union

2023 - 2026 Language Assessment Consultant

• Provided consultancy to the Deputy Minister on the development of a four skill based Turkish proficiency test for immigrant kids aged between 7-11, aligned with the CEFR and its CV.

• Guided the project team throughout the test development process.

• Actively participated in the initial phases of the test design cycle, including domain analysis, construct framework, test specifications, task design, rating scale development, and try-out studies.

• Contributed to conceptual and empirical papers produced for the test.

• Presented research related to the test at international conferences on language assessment. 

Project I: Development of Foreign Language Education (2021 - 2025)

Funded by the Investment Office of the Presidency of the Republic of Türkiye

2024 Interdepartmental Liaison 

CEFR CV Trainer Training (March 4-13, 2024; Ankara)

• Facilitated communication and collaboration among diverse stakeholders (e.g., project teams, subject experts, service providers, and administrators) for the development of new training content and the delivery of the training. 

• Acted as a central point of contact for all training-related communications, clarifying objectives, timelines, and expectations for all parties involved.

2024 Organizing Committee Member

Best Practices in Turkish and Language Education Conference (May 22-24, 2024; Ankara)

• Assisted in establishing reliable evaluation criteria for submissions.

• Assessed the reliability of the abstract review process and provided evidence-based recommendations to improve the reliability and accuracy of the evaluation process.

2021-2023 Academic Coordinator

• Managed the design process of a comprehensive CEFR CV trainer training set.

• Collaborated closely with an English teacher to extract targeted 5-day and 7-day training content from the original set, ensuring their alignment with training objectives and optimizing the material based on the feedback obtained from field studies.

• Implemented the training through a three-level cascade program in collaboration with the project team.

• Conducted face-to-face CEFR CV training sessions for English teachers.

• Chaired the Best Practices in Language Education Conference in 2022.

• Contributed to the translation of the CEFR CV from English to Turkish.

• Contributed to the overall coordination of the project, delegating academic tasks among team members and ensuring the timely achievement of key milestones.

• Monitored and tracked project activities, providing regular updates to senior administrators.
